The 8‑acre campus was constructed and delivered under a long-term, build-to-suit lease arrangement from 2011 through 2014. The facility was developed and owned by Noddle Companies of Omaha. The A/E was HNTB and the general contractor was Kiewit Companies. The lease term is 15 years. The Field Office is located on a highly secured campus in suburban Omaha. The new facilities included a four-story office building, annex for vehicle maintenance, a two-story parking garage for 158 vehicles and a visitor screening building.
INVISION provided Construction Management as Advisor services to the General Services Administration Region 6 under a long-term Blanket Purchase Agreement. The team worked directly with the Architectural / Engineering design team and FBI field office personnel to review design intent drawings, core and shell construction documents, garage design and tenant improvement drawings. Additionally, construction details for a highly secure internal building SCIF (Sensitive Compartmented Information Facility) handling sensitive materials were reviewed for compliance with the lease documents. The team conducted twice monthly site visits with field reports, directed twice monthly management meetings, inspected the construction work, monitored the project schedule and prepared independent government cost estimates for changes in the work.
All staff members on the construction management team accessing the documents and site were required to undergo personal background security reviews by the FBI. In addition to required GSA HSDP-12 security badges, FBI medium level security badges were subsequently issued.
